Civil Construction Estimator

Halifax Regional Municipality 

As a key team member, you will prepare proposals and estimates from start to finish, and present finished estimates to the senior estimator for review.  Working in a team-based environment, you will evaluate projects that are a fit with company work, goals and schedules.  Communicating with team members and building relationships with clients is also an important requirement while ensuring a sense of urgency to deliver quality work.

  • Work with team to evaluate project fit with company goals and current resources
  • Visit potential works sites, attend pre-bid meetings and meet with clients to understand all aspects of project construction prior to bidding
  • Conduct a detailed analysis of the contract documents and specifications, to determine overall project requirements such as bonding, insurance, etc.
  • Prepare project plan for assembling information and completing proposals
  • Prepare pre-bid takeoffs to validate quantities
  • Obtain bids from vendors and subcontractors by specifying materials, identifying qualified subcontractors and negotiating supplier pricing
  • Complete all paperwork required for project proposals
  • Maintain meticulous records of all project paperwork
  • Create and maintain updated templates, price lists etc. to improve the efficiency and accuracy of bidding process
  • Estimate all change orders and contemplated change orders
  • Ensure quality construction standards as set out in tender requirements
  • Work with Project Management team to prepare successful estimates

Responsibilities

  • Read blueprints in order to estimate project cost effectively
  • Liaise with subcontractors and trades on various estimates towards the construction project
  • Prepare a summary of the quantities in terms of the plans and specs; sorting them according to the standardized sections and trade functions involved
  • Examining and analyzing tender documents, requests for proposals, requests for quotations
  • Performing quantity takeoffs and preparing estimates of probable costs
  • Procuring materials and construction services from various suppliers and sub-contractors
  • Liaising, consulting and communicating with engineers, architects, owners, contractors, sub-contractors and suppliers on changes and adjustments to contracts

Required Skills and Experience

  • Proven work experience in construction project estimating
  • Knowledge of civil construction methods, rules, regulations and quality standards
  • Excellent time management and project management skills
  • Excellent relationship skills – proactive approach, engaging, good listening and understanding
  • Thorough, detail oriented
  • Energetic and focused
  • Positive can-do attitude approach to problem solving
  • University degree or diploma in Construction Management program is preferred
  • Extensive experience estimating provincial and municipal projects
  • Knowledge of various estimating and CAD software will be considered an asset
  • Strong analytical and problem solving skills
  • Professional attitude, punctual, assertive and personable
  • Must have strong communication, time management and organizational skills.
