The Financial and Consumer Services Commission (FCNB or the Commission) is responsible for administering, disseminating knowledge of and enforcing provincial legislation regulating mortgage brokers, payday lenders, real estate, securities, insurance, pensions, credit unions, trust and loan companies, cooperatives, and a wide range of consumer legislation. FCNB regulates 36,000 industry participants who handle more than $34 billion of New Brunswick consumers’ money. Venor is proud to partner with FCNB in their search for a Chief Information Officer (CIO).
As the CIO you will be reporting to the Chief Executive Officer in a flexible working environment and you will be responsible to provide technology vision and leadership in the development and implementation of the Commission-wide information technology (IT) strategy.
Responsibilities:
- Provide strategic and tactical planning of the information and technology systems for the Commission through the preparation of a detailed IT strategy, including the preparation of budgets and overseeing the preparation of appropriate project plans.
- Act as a subject matter expert on technology and technology trends and emerging issues, for senior management and the board of the Commission.
- Oversee and report on all activities associated with the execution of the Commission’s IT strategy with respect to system development, data management and cybersecurity, including overseeing the design, implementation, and evaluation of the required systems that support end users in the productive use of computer hardware and software.
- Oversee the day-to-day support of staff information systems, including office automation, registration, case and file management, electronic communication, and enterprise records management IT resources.
- Act as the primary interface with NBISA and other IT service providers.
- Review and approve appropriate development and maintenance of the IT systems standards.
- Oversee and approve the development and implementation of the various IT user-training programs.
- Facilitate strategic communication between staff, management, vendors, and other technology resources within and outside the organization with respect to IT related issues.
- Serve on appropriate regulatory technology related committees, including those maintained by the Canadian Securities Administrators (CSA), and the North American Securities Administrators Association (NASAA).
As the ideal candidate you will have a bachelor’s degree in Computer Science, Business Administration or a related field experience with increasing responsibilities for management and support of information systems and information technology. Significant experience in a government setting is desirable, specifically in technology and information systems planning, to support regulatory goals. You have knowledge of Data processing methods and procedures, and computer software systems, systems design and development processes, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation and operational management
As the successful candidate you will play a pivotal role in helping to shape the direction of the organization as it strives to meet the regulatory challenges of a multi-sectoral organization and where you can contribute through a strong, respected organization with positive community relationships. You will participate in the development of, and share accountability for, the attainment of the strategic business plan and operational work plan for the organization.
