Reporting to the Director, Architecture, Cybersecurity and Data Management, the Data Architect manages the data architecture discipline and is responsible for preparing and managing enterprise data models. The role provides support to the business and Information Technology Services by analyzing and problem-solving data-related topics including data modelling & design, data integration, master data management, metadata management, data relationships, data quality, data transformation, and data replication in addition to data security/privacy.
The Data Architect is responsible for the development of data architecture and design practices including standards, guidelines and procedures, implementing and promoting these within the organization while adhering to published standards and guidelines for data management.
They oversee the WCB’s BI Solution Architecture and lead the advancement of the WCB’s BI Solution Architecture as tools and technologies evolve.
The role reinforces the requirement that the information resources of the organization are managed as enterprise assets; as well as providing valuable insights and contributing to the strategic direction of information management for the Workers Compensation Board of Nova Scotia (WCBNS).
Expected Results/Outputs
The Data Architect manages the processes and standards for defining and interpreting WCBNS’ enterprise data assets and its structure to support the organization’s data-related goals and objectives, ensuring the corporate value of data is maximized through sharing across diverse program areas.
The Data Architect provides expertise in data architecture and design concepts and practices with a scope that includes leading the development of enterprise data models including conceptual and logical data models, and reviewing and approving new and revised physical data models prepared within WCBNS either through delivery projects or system enhancements. This role also ensures the effective storage and maintenance of the data models and definitions (e.g. a metadata repository) and makes recommendations relating to the performance and efficiency of that data storage.
The Data Architect leads the architecture and design of data marts to meet the reporting and analytics requirements of the WCB’s Business Intelligence (BI) team. This individual needs to be experienced with soliciting and translating BI requirements into data warehouse/data mart designs that minimize the BI effort to provision and manipulate (join, derive, aggregate, etc.) data to fulfill these requirements, allowing the BI team to spend less time generating reports and more time providing insights to the business.
The Data Architect manages the WCB’s BI Solution Architecture, ensuring that the development of new data flows/transformations, data marts, data lakes, dashboards and reports are aligned with the BI Solution Architecture standards and design principles. The role also leads the advancement of the WCB’s BI Solution Architecture as tools and technologies evolve.
Work Group Competencies, Skills and Abilities
The successful candidate brings expertise in defining Data Architecture views and aligning them with data and technical architectures to support strategic goals. This includes defining architecture principles, standards, and blueprints (current, interim, and target states) and preparing application frameworks, integration models, and application portfolio assessments through collaboration with business stakeholders.
The EAA demonstrates knowledge across enterprise application, data, technical, and business architecture best practices, including evolving trends such as Service Oriented Architecture (SOA), Business Intelligence (BI), Data Management, Web/Portal solutions, Security Frameworks, and Software as a Service (SaaS). With experience applying security best practices to application design, the EAA leverages innovation to drive results.
Advanced project management, organizational, and team-building skills enable the EAA to participate in IT strategic planning and develop new solutions. This role requires the ability to manage multiple projects while maintaining focus on objectives.
Required Qualifications
- A university degree in computer science or related field, such as mathematics, engineering or information management
AND
- A minimum of 7 years related experience, with a minimum of 5 years experience in progressively responsible positions defining Data Warehouse / Business Intelligence solution architectures including:
- Data Warehouse / Data Mart design, development and best practices for:
- Dimensional Data Modelling and Fact Table Design (Conceptual and Logical),
- Aggregations and derivations,
- Metadata documentation,
- Reference data management.
- Data definition and naming standards;
- Data mapping requirements
- Review and validation of physical database designs
- Data Extract, Transformation & Load / Data Pipeline Designs
- Definition of Data Warehouse development and testing environments (non-production environments), and test plans;
- Integration with BI Reporting tools (preferably Power BI) and predictive analytics tools
The following certifications/experience are considered assets:
- Data Management based certification such as CDMP
- Architecture-based certification such as TOGAF or IASA or other similar certification
