The Director, Data & Digital Solutions is responsible for supporting the NSCN vision, mission and strategic direction through strategic and operational leadership related to technology, data, research, and innovation. This position will play a key role in shaping the future of NSCN by leveraging advanced data science techniques to gain insights, optimize operations, and enhance the overall systems partner experience. This role intersects technology and business, providing a unique opportunity to influence and innovate.

What you’ll be doing:

Strategic Leadership and Innovation

  • Establish and lead the development and execution of innovative strategies for data management, technology, and Artificial Intelligence (AI) to bring additional value to NSCN systems partners.
  • Lead the development and execution of a comprehensive and proactive digital strategy while collaborating closely with cross-functional teams to leverage data insights for strategic decision-making.
  • Stay abreast of emerging technologies and trends in data analysis, business intelligence, and artificial intelligence to ensure the organization remains at the forefront of innovation.

Data and Technology Integration

  • Work within the broader IT framework to ensure seamless integration of data science applications and AI solutions into existing systems and processes.
  • Oversee the design and implementation of scalable IT and data infrastructure and analytics platforms in compliance with NSCN’s privacy framework.
  • Design, develop, implement, and support NSCN’s emerging technology and big data analytics capabilities through the development and maintenance of advanced data ingestion, processing, modelling, and reporting capabilities.
  • Oversee and maintain a comprehensive cybersecurity strategy in alignment with IT operations
  • Recommend innovative technology processes across the organization in line with best practices

Data Governance and Integrity

  • Implement processes to ensure the integrity of NSCN collected data and resulting insights, ensuring that data and information used in operations are accurate, relevant, and meaningful to organizational and functional purposes.
  • Establish processes for the presentation of NSCN data in reports or presentations to update the CEO, Executive Leadership Team (ELT), Senior Leadership Team (SLT), service area leads, the Board, and other systems partners including the government, premier’s office and the Ministry of Health regarding operations and the strategic plan.
  • Proactively identify gaps, deficiencies, and improvements in relation to analytics and research; provide advice and consultation to NSCN decision-makers to ensure research and analytics solutions address NSCN’s strategic and policy issues.

Team Development and Resource Management

  • Oversee the IT budget, ensuring alignment with strategic priorities and optimizing resource allocation for technology initiatives, infrastructure, and team development.
  • Identify short- and long-term human resources needs within the team; hire, train, develop, and evaluate employees accountable to the Director in accordance with NSCN policies and current best practices, building human resource capabilities and capacity.
  • Drive the enablement of data and AI to innovate and explore, including access to data and a Machine Learning (ML)/AI environment. 

What we are looking for:

  • Advanced degree (Master’s) in Data Science, Computer Science, Statistics, Mathematics, or a related field.
  • 10+ years of experience in data analytics, business intelligence with at least 5 years in a senior leadership role preferably in the area of health care, health policy or regulation.
  • Expertise in developing and maintaining data reporting environments, with experience in analytics tools such as Power BI.
  • Deep knowledge of data governance protocols, data quality programs, and risk assessment strategies.
  • Proven experience working closely with departmental leads and IT to align database strategy with operational goals.
  • Relevant professional and leadership in the broader public/private sector, developing data frameworks and strategy, developing research partnerships, and working collaboratively across an organization to develop and integrate evaluation techniques.
  • Demonstrated experience in designing and implementing creative  and innovative digital solutions
