On behalf of our client, Circular Materials, we are excited to offer an incredible opportunity for a dedicated and detail-oriented Manager, Recycling Collections, NB, to join their dynamic team in New Brunswick.
This fully remote role, based anywhere in New Brunswick, offers you the chance to make a real impact on recycling operations by ensuring policies are effectively communicated, implemented, and continuously enhanced. You will oversee recycling collection and post-collection operations and manager overall performance in New Brunswick under the Provincial Extended Producer Responsibility legislation. You will be making a meaningful contribution to sustainability efforts across New Brunswick and Canada.

Circular Materials (CM) is a national producer-led not for profit organization that supports producers in meeting their obligations under extended producer responsibility regulations across Canada. CM is committed to building efficient and effective recycling systems to minimize waste, and ensure materials are reused again and again.
Through the support of their founders and member producers, CM is implementing a national harmonized approach focused on improving recovery rates, meeting the needs and expectations of consumers, and protecting the natural environment.
What You’ll be Doing:
Collection and Post-Collection Networks and Contract Management:
- Support the establishment of a common collection and post-collection recycling system in New Brunswick, ensuring it meets program plan and budget targets.
- Work closely with Procurement to support the end-to-end procurement process, including developing procurement documents, evaluating proposals, and awarding contracts.
- Negotiate service agreements by defining scopes of work, soliciting quotes, reviewing commercial terms, and executing contracts.
- Oversee contract administration, including onboarding new service providers, managing data, and coordinating contract changes in collaboration with Procurement and Service Provider Reporting.
Oversee Collection and Post-Collection Services:
- Ensure high-quality and timely collection and post-collection services.
- Support Promotion & Education and Customer Service initiatives by working closely with the Communications team.
- Develop and implement standards, scorecards, and codes of conduct for service providers to ensure consistency and compliance.
- Maintain strong relationships with contract partners to foster service excellence through collaboration and commercial respect.
- Work with partners to translate contract terms into actionable operational plans.
- Implement oversight processes that minimize disruptions and maximize value for producers.
- Ensure PPP materials are processed efficiently to optimize commodity revenue and environmental outcomes.
- Address operational challenges and negotiate contract changes with partners as needed.
- Collaborate with internal teams managing reporting and payment functions related to service providers.
Relationship Management:
- Monitor and maintain strong relationships with key stakeholders within the collection and post-collection system.
- Identify and manage risks while proactively resolving issues, escalating to the Senior Manager, Operations, NB, as needed.
- Engage with contracted service providers to anticipate challenges, manage disputes, and ensure service expectations are met.
Other Duties:
- Collaborate with national operations and other jurisdictions to support best practices and operational alignment.
- Lead and support special projects as assigned.
- Represent the organization at industry events and third-party meetings as needed.
What We’re Looking For:
- Post-secondary education in environmental studies, business/program administration, engineering technology, or a related discipline; or equivalent recycling management experience is required.
- 5+ years of experience in recycling programs, waste management, or related roles.
- Fully bilingual in both English and French is essential.
- Class 5 Drivers license is required as there are routine site visits with stakeholders.
- Knowledge and experience with procurement and contract management processes, including negotiations.
- Strong stakeholder management skills and experience is needed including the ability to manage competing priorities.
- Build relationships and can work collaboratively with others.
- Ability to think creatively to solve problems and use judgment to make key decisions solving problems.
- Demonstrated ability to work in a dynamic environment where change, growth and innovation are a constant.
- Displays unquestionable integrity, ethics, standards, and business practices aligned to the values of CM, while holding others to the same.
- Intermediate level in Microsoft Office 365, including Excel, SharePoint, and Teams.
- Excellent attention to detail, analytical, problem-solving, planning, and execution skills.
- Strong organizational skills with the ability to create and implement effective project plans.
