Tracy Rands

Senior HR Consultant

Tracy is a seasoned human resources leader and educator with more than 25 years of progressive
experience across private and public sectors in Halifax and Toronto. She has held senior HR leadership
positions with the Nova Scotia Public Service Commission, Dalhousie University, and National Public
Relations. Her earlier experience included HR roles with organizations including the CGI Group, RBC
Financial Group, and the NSLC.


Both a visionary strategist and a hands-on operational leader, Tracy focuses on relationships and strives
to understand the uniqueness of her clients for whom she tailors strategic solutions and education
initiatives. Tracy is a trusted Talent Management advisor and expert in recruitment, retention, learning
and development, and workplace culture. An authentic champion of diversity and inclusion, Tracy has
focused much of her efforts on leading organizations through cultural and systemic change.
Tracy is a passionate educator with both corporate and academic teaching experience. She has
developed and facilitated a variety of workplace courses on HR, diversity, equity, and inclusion topics.
Tracy has instructed courses in Organizational Behaviour and Human Resources in the Faculty of
Management at Dalhousie University and the Advanced Human Resources program at the Nova Scotia
Community College.


She holds a Master of Business Administration in Human Resources and Marketing from Dalhousie
University and a Bachelor of Arts in Economics and French from Saint Mary’s University.
Tracy has actively supported immigrant and newcomer communities through her volunteer work with
the Immigrant Settlement Association of Nova Scotia (ISANS), the Greater Halifax Partnership Connector
Program, and the Growing Communities initiatives with Dalhousie University.
