About The Opportunity

Venor is proud to partner with WCB on their search for a new Manager, Business Intelligence to join their team. Reporting to the Director, Business Intelligence and Employer Services, the Manager, Business Intelligence is responsible for several duties, including:

Rate Setting

  • Coordinate and be responsible for the preparation of annual assessment rates that support fiscal strategies and policies. 
  • Oversee data validation and request appropriate corrective measures, as required. 
  • Collaborate with consulting actuary, internal teams and others as needed in developing and/or obtaining financial projection information. This includes a projection of covered payrolls by industry and a projection of all future costs of new accidents that are expected to occur.
  • Present the annual assessment rate recommendations to the Executive, Financial Audit and Risk Committee and Board of Directors. 
  • Coordinate the delivery of rates with the Information Technology and Employer Services Assessment Department.
  • Provide support for WCB’s industrial classification system including coordinating the annual review of industry and rate groupings. Meet with staff as requested to provide analysis on rates and premiums and to support discussions with external employers.
  • Take the lead in working with Information Technology to identify and implement any needed corrections and/or enhancements to the rate-setting application. 
  • Prepare and present recommendations to the Executive, Financial Services Evaluation Committee and/or the Board of Directors regarding changes to the assessment system. 

Valuation of Liabilities

  • Lead in the preparation of annual estimates of the liabilities for benefits payable to injured workers and work with external actuaries. It will also require an understanding of the requirements of International Financial Reporting Standards 4 and 17.
  • Compare expected results to actual outcomes and prepare a gain/loss summary. 
  • Identify, investigate, analyze and interpret special issues or emerging trends. To assist in reviewing assumptions. 

Information Technology/Data Analysis
 

  • Collaborate with Information Technology throughout the project definition, development, enhancement, testing and documentation of the rate-setting application and the BI Reporting Environment.
  • Provide input on WCB’s information systems development, which will enhance the collection and processing of data used for actuarial, statistical and research, processes. 
  • Develop and document systems used within the department to extract and analyze data.
  • Anticipate issues, uncover problems, implement improvements and maintain existing systems. This includes the maintenance, expansion, enhancement and communication of data and information. 

Provide Information

  • Participate in the development of the analysis of WCB’s activities for presentation to the Executive, Board of Directors and stakeholders. 
  • Assist in the delivery of various cost estimates; for example, cost estimate for third-party recoveries, cost implication of proposed legislation changes or proposed benefits policy changes and cost impact of changes in actuarial assumptions or actuarial methodologies. 
  • Uncover and report on trends to assist management and the Board of Directors with making decisions. 
  • Provide analytical support as required in specific circumstances with respect to individual employer or industry assessment and/or funding issues. 
  • Provide statistics as required for the annual report, community report and other stakeholder reporting needs.
  • Provide data/information to various departments (Service Delivery, Finance, Planning & Policy, Appeals Tribunal, Legal Counsel), external stakeholders, consulting actuaries, employers, media etc. 

Management

  • Oversee hiring, training, supervising, coaching and evaluating the performance of the greater Business Intelligence team
  • Manage projects in a teamwork environment. To assign projects, or parts thereof, to the BI team to meet objectives and deadlines in an environment with changing priorities. 
  • Verify, analyze, interpret and be accountable for the results of the work of BI team.

Other

  • Develop and maintain documentation on departmental systems and procedures. 
  • Assist the Department in achieving the objectives towards the vision, mission, values, strategic plan and goals.
  • Promote a high quality of performance by providing client-centered services through continued improvement in policies, procedures and programs. 
  • Participate and/or lead discussions on performance, targets, and root cause analysis to support decision-making and program delivery.
  • Comply with, acknowledge and, where applicable, enforce safety management directives, procedures, and safe work practices. To take every reasonable precaution to ensure the health and safety of fellow employees. Such precautions may include orientation, instruction, training, identification and resolution of health & safety deficiencies.

About You

As the ideal candidate, you satisfy the following requirements:

  • A bachelor’s degree in actuarial science, mathematics, statistics or a related field.
  • Candidate must have satisfied the requirements for Associateship or Fellowship in the Canadian Institute of Actuaries. 
  • Minimum of 5 years experience in project management, management or consulting. 
  • High level of proficiency in MS Office to extract, summarize and analyze large datasets to uncover trends and carry out complex computations using Excel.  

The following would be considered an asset:

  • Previous experience in a management capacity.
  • Working knowledge of SQL query, Power BI and Cognos.
  • Previous experience in Workers’ Compensation or the insurance industry.

WCB offers a competitive compensation package including a salary range of $90,359 – 112,951.
